U cant use actual videos (wmv, avi, mpeg, etc) as avatar but you can use animated images known as GIF images, there are software that converts video clips to gif images (search for "avi to gif converter" on google), maybe Totfudge can give u more details about that, cause he uses lots of gif movies.
